ADVERTISEMENT FOR BIDS

CONTRACTING AGENCY: City of Stevenson

Separate sealed bids for 1st Street Pedestrian Amenities and Overlook consisting of:
This Contract provides for the installation of approximately 550 square yards of cement
concrete sidewalk and other pedestrian amenities, asphalt pavement, structural earth retaining
walls, structural concrete overlook slab, site furnishings, landscaping, and other work, all in
accordance with the attached Contract Plans, these Contract Provisions, and the Standard
Specifications.

Bids will be received at the City of Stevenson, located at 7121 E. Loop Road, Stevenson, WA
until 2:00 P.M. on May 9th, 2024. Bids may also be mailed to the City of Stevenson, PO Box
371, Stevenson, WA, 98648. Bids will be publicly opened and read aloud at this time. Bids
received after this date and time will not be accepted.

 

Each bid shall be sealed in a 9.5” x 12” envelope which has been clearly labeled in the
lower left hand corner with the following:

A prebid conference will be held at the intersection of 1st Street and Columbia in the City of
Stevenson, on May 1st, 2024 at 10:00 AM. The prebid conference is not mandatory;
however, it is strongly recommended that all prospective bidders attend.

This project has a 12% DBE Condition of Award goal.

Bidding Documents: Bidding documents for the project have been prepared by WSP and
may be obtained by going to www.bxwa.com and clicking on “Posted Projects”, Public
Works”, and “City of Stevenson”. This online plan room provides Bidders with fully usable
online documents with the ability to: download, view, print, order full/partial plan sets from
numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended
that Bidders “Register” in order to receive automatic e-mail notification of future addenda and
to place themselves on the “Self-Registered Bidders List". Bidders that do not register will
not be automatically notified of addenda and will need to periodically check the on-line plan
room for addenda issued on this project. Contact Builders Exchange of Washington at (425)
258-1303 should you require assistance with access or registration.

A set of contract documents is also available for review at the City of Stevenson, 7121 E.
Loop Road, Stevenson, WA 98648.

Bid Security: All bid proposals shall be accompanied by a bid proposal deposit in cash,
certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of
the amount of such bid proposal. Should the successful bidder fail to enter into such contract
and furnish satisfactory performance bond within the time stated in the specifications, the
bid proposal deposit shall be forfeited to the City of Stevenson. No bid will be considered
unless fully completed in the manner provided in the "Instruction to Bidders" upon the bid
form provided by the Engineer.

Rejection of Bids: The Contracting Agency reserves the right to reject any or all bids and to
waive all informalities. No bidder may withdraw or modify their bid after the hour set for the
opening and thereafter until the lapse of thirty (30) days from the bid opening.

Project Financing and Bidding Requirements: All work performed on the project will be
subject to prevailing state wage rates. The contract will be subject to Federal Davis Bacon
and Washington State regulations.

State License Requirement: Bidder and subcontractors shall be registered and licensed with
the State of Washington.

The City of Stevenson, in accordance with the provisions of Title VI of the Civil Rights Act of
1964 (78 Stat. 252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all
bidders that it will affirmatively ensure that any contract entered into pursuant to this
advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to
submit bids in response to this invitation and will not be discriminated against on the grounds
of race, color, or national origin in consideration for an award.
